These are the referees named by CAF to officiate Hearts of Oak’s Champions League game with CI Kamsar

CAF has named Ivorian referees to officiate the CAF Champions League preliminary play-off tie between Hearts of Oak and Guinean opposition CI Kamsar.

Hearts, double winners from the 2020/21 Ghanaian season, take on the Guinean Championnat National side at the Accra Sports Stadium on Sunday, September 19.

CAF has now named the officials to take charge of the game at the Accra Sports Stadium.

“Patrick Tanguy Jean Philippe Vlei from Côte D’Ivoire will be the center referee for the game between Accra Hearts of Oak and Club Indistriel Kamsar from Guinea at the Accra Sports stadium. Tanguy will be assisted by compatriots Kouame Gabriel Kangah (Assistant I), Kalilou Bamba (Assistant II), and Allou Franc Eric Miessan (Fourth Official). Sekou Wieh Konneh from Liberia will serve as the Commissioner while Dr. Christiana Baah works as COVID-19 Officer,” a statement on the website of the Ghana FA read.

The clash was supposed to be a double-legged tie between the two sides but the continent’s football governing body canceled the first-leg tie scheduled for September 12 at the Stade-Nongo de General Lansana Conte due to the political unrest in the West African nation.

Last week, a communique from CAF confirmed there will be a play-off between Hearts and Kamsar at the Accra Sports Stadium to determine which side progress to the next round of the competition. The Cairo-based outfit cited provisions of Articles 1 & 2.1 of Chapter XIII of the Regulations governing the competition which stipulate that the following shall apply: “1. In case of troubles, wars, forces Majeure, or internal situations in a country that may affect the security conditions during the planning of a match, the Organizing Committee may take the following measures: 2. In two-leg matches (home and away): 2.1 If the case concerns only one country, the federation will play its home match on the ground in another country, or a single game will be played on the opponent’s field. Where appropriate, the Organizing Committee will determine the match venue.” The winner of this single match will qualify for the 2nd preliminary round of the competition. In case of a draw at the end of the regulatory time, the winner shall be determined by penalty kicks in accordance to the Laws of the Game”.

CAF had initially named Malian center referee Sory Ibrahima Keita Sory as the center referee, assistant 1 was Drissa Kamory Niare with Amadou Belly Guisse Amadou as the assistant 2 both from Mali. Harouna Coulibaly, another Malian, will be the fourth official for the first-leg tie which was cancelled due to the military coup in the country.
